The Department of IT & eGov is undertaking to establish a robust and adaptable Blockchain as a Service Platform (Jharkhand Blockchain Service Platform {JBS}) for the State. The primary objective of the project is to create a secure and reliable foundation that enables government departments to safeguard their data, issued certificates, documents, transactions, and other valuable digital assets.

Brief Background

Blockchain platform is envisioned to foster trust and security while facilitating the development of citizen-centric and inter-departmental workflows. It seeks to enhance the level of data security, efficiency, and trust in the operations of Government of Jharkhand. By leveraging blockchain technology, we aim to create an immutable ledger that ensures the highest standards of data protection preventing unauthorized alterations.

 

The Blockchain as a Service Platform will streamline and secure the workflows in various processes such as certificate issuance, document verification, transaction tracking, public distribution resulting in government operations that are more efficient and error-free. The platform will serve as an indisputable source of data for all departmental activities, fostering greater trust among citizens and stakeholders. We hope to build a digital government where departments and all stakeholders seamlessly collaborate and share data to provide integrated services to our citizens. This initiative is not just about current needs but also about future-proofing our government. We aim to create a technologically adaptable ecosystem that can evolve to meet emerging challenges and opportunities. Ultimately, our objective is to empower citizens by providing them with faster, more reliable, and citizen-centric services.

Objective

Once the department is onboarded onto the Blockchain as a Service Platform, department will have the capability to secure data and documents generated from various schemes, services, and interdepartmental workflows. The platform will be flexible and modular, allowing departments to determine which specific processes and documents are to be onboarded. The departments will be able to add an additional layer of trust to the digital, digitized or soon to be digitized workflows and processes. The platform can be used to effectively secure the data, documents and transactions involving multiple parties pertaining to citizen-centric processes, interdepartmental processes as well as the processes involving departments and external agencies among others.

·       Improved Turnaround Time for Verification: Verification processes will see a significant boost in efficiency, leading to quicker responses and improved service delivery.

·       Expedited Onboarding of Verification Agencies: Streamlined processes for onboarding verification agencies and consent-based verification of certificates and documents.

·       Tracking and Tracing of Processes:  Enhanced visibility and efficient tracking of the processes built for delivering schemes and facilitating operations in the departments.

Implementation Methodology

The Implementation of Jharkhand Blockchain Service Platform is based on Agile Software Development Lifecycle Methodology. Which was executed in the following phases:

1.     Market Benchmarking: Blockchain project across India and worldwide were studied to understand the functional and technical architecture and usage of the platform.

2.     Requirement Gathering: Regular meeting and discussion were held to with various user departments like Personnel Department (for Caste Certificate), Jharkhand Academic Council (for 10th & 12th Certificates) and few other departments for understanding possible use cases for securing data on blockchain platform.

3.     Design: Design a functional architecture based on the inputs received from the user departments and a technical solution architecture to support the functional requirements.
