Waterbodies Management System

Published By: SeMT

The Fisheries Department of the Government of Madhya Pradesh has recognized the need to develop an online system for the mapping and tagging of water bodies. This initiative aims to enhance the management of individual fishermen, fishermen groups, cooperative societies, and lease allocation processes, transforming the department's key business operations

Project Details

Brief Background

Development of Waterbody Management System: To create a robust system utilizing GIS technology for the mapping and tagging of water bodies, allowing authorized users to input essential details such as name, area, and ownership.

Member Record Management: To facilitate the recording of member details for Fisheries Cooperative societies, fish farmer groups, and individual fishermen.

Lease and License Valuation: To enable the insertion of lease/license valuation data for each water body, enhancing financial management and accountability. And facilitate the viewing of Management Information System (MIS) reports while streamlining the reallocation of leases through timely notifications. The proposed system will ensure real-time monitoring of lease allocations across 52 districts, providing detailed insights into the status and management of water bodies.

Objective

Objectives of the Project:

Development of Waterbody Management System: To create a robust system utilizing GIS technology for the mapping and tagging of water bodies, allowing authorized users to input essential details such as name, area, and ownership.

Member Record Management: To facilitate the recording of member details for Fisheries Cooperative societies, fish farmer groups, and individual fishermen.

Lease and License Valuation: To enable the insertion of lease/license valuation data for each water body, enhancing financial management and accountability.

Revenue Collection Tracking: To incorporate the ability to insert and update revenue collection data for each water body, ensuring accurate financial reporting.

License Management: To maintain detailed records of water body licenses, including the ability to upload relevant documentation (approved licenses).

Expiry Notifications: To implement a notification system that alerts users six months prior to the expiration of a water body’s license, facilitating timely renewals.

Unallocated Waterbody Listings: To provide a comprehensive list of all water bodies whose licenses or leases have yet to be allocated, enhancing transparency in the allocation process.

Monitoring Dashboard: To develop a dashboard that monitors key aspects of the system, providing real-time insights into lease allocations, member records, and other critical data.

Benefits

The implementation of the Waterbody Management System aims to modernize the management of water bodies in Madhya Pradesh, leading to several key benefits:

Enhanced Operational Efficiency: By streamlining processes related to the management of water bodies, the project will reduce administrative burdens and improve overall operational efficiency.

Improved Resource Allocation: The system will enable better allocation of resources, ensuring that water bodies are managed effectively and that support is provided where it is most needed.

Strengthened Support for the Fishing Community: By facilitating access to essential information and services, the project will enhance support for individual fishermen, fishing groups, and cooperative societies, promoting sustainable practices and economic growth within the fishing community.

Implementation Methodology

GIS Mapping and Tagging: Utilize GIS technology to map and tag water bodies, allowing authorized users to input essential details such as name, area, and ownership.
Member Record Management:

Data Recording: Facilitate the recording of member details for Fisheries Cooperative societies, fish farmer groups, and individual fishermen, ensuring comprehensive member management.
Lease and License Valuation:

Financial Data Insertion: Enable the insertion of lease/license valuation data for each water body, enhancing financial management and accountability.
Revenue Collection Tracking:

Data Management: Incorporate the ability to insert and update revenue collection data for each water body, ensuring accurate financial reporting.
License Management:

Documentation: Maintain detailed records of water body licenses, including the ability to upload relevant documentation (approved licenses).
Expiry Notifications:

Alert System: Implement a notification system that alerts users six months prior to the expiration of a water body’s license, facilitating timely renewals.
Unallocated Waterbody Listings:

Transparency: Provide a comprehensive list of all water bodies whose licenses or leases have yet to be allocated, enhancing transparency in the allocation process.
Monitoring Dashboard:

Real-Time Insights: Develop a dashboard that monitors key aspects of the system, providing real-time insights into lease allocations, member records, and other critical data.
