SATAT is a mobile and web application developed for the Urban Administration and Development Department (UADD) with the objective of creating a comprehensive Property Mapping Information System. This system enables spatial queries, visualization, efficient updating, and processing of property tax records by incorporating both spatial and non-spatial details regarding built-up structures.

Brief Background
The project focuses on developing a comprehensive Spatial Decision Support System (SDSS) integrated with the Department's SAP application to enhance property tax collection for urban administration, which has historically been underutilized. Property tax serves as a crucial revenue source, paid by land and building occupants to contribute to local services. By implementing this system, the Urban Local Body (ULB) will establish a complete record of properties within the city, enabling better management and oversight of property tax assessments. This integration will streamline data collection and analysis, ensuring that all properties are accounted for and brought under the tax net, ultimately increasing revenue generation and improving local services.Objective
The project objective is identifying unassessed properties and incorporating them into the tax net, thereby increasing departmental revenue. By maintaining a complete and accurate record of properties within the City/Town/ULBs, the system will facilitate better planning, informed decision-making, and effective monitoring and evaluation for urban development initiatives. Ultimately, this project aims to optimize property tax management processes, thereby enhancing revenue generation and improving local governance.Benefits

Implementation Methodology
Data Collection and Survey:Surveyor Self-Registration: Allow surveyors to register themselves through the mobile application.
Surveyor Approval: Nodal officers will review and approve surveyor registrations to ensure they are authorized to collect data.
Property Data Collection: Surveyors will use the mobile application to collect comprehensive data on properties, including location, size, ownership, and tax status.
Data Approval and Management:
Hierarchical Data Approval: Collected survey data will be submitted for approval through the department's hierarchy to ensure accuracy and completeness.
Departmental Updates: Authorized department officers can review and update property data if required, maintaining the integrity and accuracy of the records.
Tax Calculation and Notification:
Automated Tax Calculations: Property taxes will be calculated automatically based on predefined criteria, ensuring consistency and accuracy.
Tax Obligation Notifications: Property owners will be notified of their tax obligations through multiple channels, including email, SMS, and physical notices.
Monitoring and Compliance:
Payment Monitoring: Implement mechanisms to track property tax payments and ensure compliance.
Reminder and Reporting: Send reminders for due dates and generate reports on delinquent accounts. Penalties and interest for late payments will be calculated automatically.
Stakeholder Training and Support:
Training for Municipal Staff: Provide comprehensive training for municipal staff on how to use the system effectively.
Ongoing Support: Offer continuous support to address any technical issues and ensure the system is used efficiently.
