The Property Information Management System (PIMS) is a comprehensive, single-window GIS-enabled web application designed for all 413 Urban Local Bodies (ULBs) in Madhya Pradesh (MP). Developed by an in-house team at MPSEDC, this user-friendly platform is accessible to both citizens and departmental users.

Project Details

Brief Background

The aim of the PIMS project is to develop a GIS-based Tax Information System to enhance the efficiency, transparency, and accuracy of property tax management. This system will enable spatial query, visualization, efficient updating, and processing of property tax records, contributing to increased revenue collection for urban administration

Objective

Geo-Search Property Data:
PIMS allows users to perform geo-searches for property data through e-Nagarpalika ID, Owner Name, and Mobile nubmer . This feature enables users to locate properties on a map based on geographic coordinates or addresses, ensuring precise and efficient property searches.
Data Visualization:
The application provides robust visualization tools to display property-related data on a map. This includes viewing property boundaries, ownership details, tax information, and other relevant data points.
Monitoring and Analysis:
PIMS includes monitoring capabilities to track property status and changes over time. Users can analyze spatial data to identify trends, assess property values, and make informed decisions regarding urban planning and development.
Spatial Data Creation:
Users can create and manage spatial data within the application. This feature supports the addition of new properties, updating existing records, and ensuring that all property data is current and accurate.
Temporal Analysis:
PIMS facilitates temporal analysis, allowing users to study property data changes over specific time periods. This is particularly useful for tracking development trends, property tax assessments, and urban growth patterns.
Integration with SATAT Mobile App:
The SATAT mobile app is integrated with PIMS to provide ground-truthing capabilities. This means that data collected and verified on the ground through the mobile app can be seamlessly integrated into the PIMS, ensuring high accuracy and reliability of the property data.
Accessibility:
PIMS is designed to be accessible to a wide range of users, including both citizens and department officials. Citizens can use the system to access property information relevant to them, while department users can leverage the platform for urban management, planning, and development activities.

Implementation Methodology

Integration and Interoperability:
Seamlessly integrate property data with departments and through SATAT to create a unified and comprehensive property information system.
Ensure interoperability with existing systems and databases of the Land Record-Revenue Department, Road Development Corporation, Public Health Engineering, Water Resources, Town & Country Planning, and Registry Department.
GIS-Based Spatial Analysis:
Utilize GIS technology to enable spatial querying, visualization, and analysis of property-related data.
Provide accurate mapping and geolocation services to enhance property management and urban planning processes.
Open Source Development:
Develop the system using open-source technologies to reduce costs and promote flexibility and scalability.
Ensure the system is customizable and adaptable to future technological advancements and changing requirements.
Data Accuracy and Integrity:
Maintain high standards of data accuracy and integrity by incorporating robust data validation and verification mechanisms.
Ensure that property data is consistently updated and synchronized across all integrated departments.
User-Friendly Interface:
Design an intuitive and user-friendly web interface to facilitate easy access and navigation for both government officials and citizens.
Provide tools for efficient data entry, retrieval, and management to improve user experience.
