Brief Background

The Right to Information (RTI) Act, 2005 is a law enacted by the Parliament of India that gives citizens the right to access information from public authorities. Its main goal is to promote transparency and accountability in government operations by ensuring that citizens have the right to seek information from the government.
 
Key Features of the RTI Act:
1. Right to Information: Citizens can request information from any public authority, which must provide it within a stipulated time (usually 30 days).
   
2. Public Authorities: The act applies to all bodies of government, including ministries, departments, public sector undertakings, and even non-government organizations (NGOs) receiving government funds.
 
3. Information Officer: Every public authority must appoint Public Information Officers (PIOs) to handle RTI requests.
 
4. Exemptions: Certain categories of information are exempted from disclosure, such as information related to national security, personal privacy, or information that could impede law enforcement or harm India's relations with foreign countries.
 
5. Appeals and Complaints: If information is denied, citizens can appeal the decision to higher authorities, including the Central Information Commission (CIC) or State Information Commissions (SIC).
 
6. Penalties: PIOs can be penalized for delays or wrongful denial of information, with fines imposed for non-compliance.

Objective

The RTI Online website of the Government of India has been created with the following key objectives:
 
1. Simplifying the RTI Process: To provide a convenient platform for Indian citizens to submit Right to Information (RTI) applications and first appeals to public authorities of the Government of India, thereby reducing the need for physical visits.
 
2. Accessibility and Transparency: To make it easier for citizens, especially those in remote or rural areas, to access government information and hold public authorities accountable by providing a user-friendly online interface.
 
3. Digital Payments: To facilitate the payment of RTI fees online using various digital payment methods like credit/debit cards, net banking, and mobile wallets.
 
4. Tracking Applications: To enable applicants to track the status of their RTI applications and appeals in real time through the platform.
 
5. Speed and Efficiency: To ensure that the process of filing RTI applications and appeals is fast, transparent, and efficient, promoting quicker responses from public authorities.
 
6. Appeals Management: To help users submit first appeals online if they are dissatisfied with the response or if no response is received within the stipulated time.
