Brief Background
Transferable Development Rights (TDR) is a land development technique that separates the development potential of a particular plot of land from the land itself and allows it to be used elsewhere within the defined zones of a city. The Directorate of Town and Country Planning (DTCP), Govt. of Madhya Pradesh, has proposed a new GIS-based web application to streamline the generation and utilization of Development Right Certificates (DRCs). This system aims to make the process hassle-free for both the department and users.Objective
The objective of the GIS-integrated system is to enable effective planning by providing comprehensive functionalities for stakeholders. Implementation agencies, such as Development Authorities, Municipalities, and Municipal Corporations, can apply for TDR projects and obtain approvals from relevant authorities for generating, receiving, and influencing areas. The system facilitates onboarding of approving authority users who are responsible for approving these areas and generating Development Right Certificates (DRCs) for landowners. DRC holders can log in to the portal to transfer or consume DRCs. Additionally, the system includes a TDR Bank where details of all DRC holders are publicly accessible, ensuring transparency and streamlined processes for land development and urban planning.Benefits

DRC Transfer and Consumption: Allow DRC holders to log in to the portal for transferring or consuming their certificates, with all transactions tracked for easy access and documentation.
TDR Bank for Transparency: Establish a TDR Bank to provide public access to DRC holder information, enhancing transparency and accountability in land development.
