               As per provision of Section 50 of the Rajasthan Transparency in Public Procurement Act, 2012 the Rajasthan State Government in Finance Department has established the State Procurement Facilitation Cell (SPFC) which will maintain and update the State Public Procurement Portal (SPP Portal) setup under section 17 of the Act, to ensure transparency, fair and equitable treatment of bidders, promoting competition, enhancing efficiency and economy and safeguarding integrity in the procurement process. This is a Publishing Portal.

 

           The primary objective of the Portal is to provide a single point access to the information on procurements made across various Department of State Government, State Public Sector Enterprise and Anybody covered under the Rajasthan Transparency and Public Procurement Act, 2012. The SPP Portal is accessible at the URL https://sppp.rajasthan.gov.in. It will be mandatory for all Departments and Organisations mentioned in Section 3(2) of the Act to publish all their Bid enquiries and information about various stage of the bidding process as required under section 17 of the Act.

Brief Background

This portal is developed and maintained for the compliance of Rajasthan RTPP Act 2012 & RTPP Rules 2013.

Objective

·         To provide free and open access to general public to make them available all procurement related information as required under the provision of the Act and Rules with a view to achieve the objects of ensuring transparency, accountability fair and equitable treatment of bidders, promoting competition, maintaining integrity, probity and public confidence in the public procurement process.

·         To educate, encourage and thus facilitate Departments of the State Government, State Public Sector Enterprise, anybody covered by the Act for ensuring transparency in public procurement.

·         To bring in transparency in bidding process and gradually move towards adoption of electronic Procurement solution(s) for their procurement needs.

·         To achieve efficient and cost-effective procurement, shortened procurement cycles, full transparency in the whole process, and avoidance of human discretion / interference to the extent possible, easy availability of complete audit trail and evidential data etc.

To enable access to widest reach of Bids and unhindered secured Bid submission facility for all, from any corner of the country or outside the country in case of International Competitive Bidding.
