- Single Citizen Database (SCD) is a social registry devised for the state of Madhya Pradesh. It helps to identify and target social welfare programs to families in need of support. It is based on the Samagra database that was envisioned in the year 2013-14, aimed at collecting information on families and its members, including their socio-economic status, demographic characteristics, and other relevant data, in order to determine their eligibility for social assistance.

Brief Background
- The primary purpose of SCD is to ensure that social welfare programs, such as cash transfers, food subsidies, or other forms of social assistance, are targeted to those who need them the most. By identification and targeting of beneficiaries, the state can ensure that its resources are being used effectively and efficiently, and that assistance is reaching those who are most needy.
Objective

Single ID-based service and scheme delivery – citizen need not submit data repeatedly for registering for a scheme or benefit.

Defining system-based eligibility of the citizen – a citizen can check all schemes he/she is eligible for and also apply for them.

Pro-active beneficiary identification – data sharing among different government portals and databases.

Availability of data for policy planning – With the availability of data related to schemes, this data can be used in policy making for upcoming works/schemes.

Evaluation of the plan will be possible.
Benefits

At present the database of some selected schemes of various government departments has been integrated with SCDB database by mapping beneficiaries with their Samagra ID like: Ladli Lakshmi, Revenue, PWD, Health Department, Labor Department, Ration Distribution and Food Department etc.

Some of the important schemes/services integrated with Samagra and offered by Mapping are:- Income Certificate, Caste Certificate, Native Certificate Registration, Ration Distribution, Land Ownership, Sambal Registration etc.
