Published By: SeMT

The Government of Meghalaya, Education Department has launched the TIMS Attendance Mobile Application to enable schools to submit daily attendance of both teaching and non-teaching staff including submission of PM-POSHAN Meals data. The app provides real-time updates for attendance and meals served and ensures authenticity data through Geo-Fencing features

Project Details

Brief Background

The TIMS Attendance Mobile Application was developed by the Government of Meghalaya's Education Department to streamline and digitize the daily attendance process for schools. Previously, attendance records for teaching and non-teaching staff, along with PM-POSHAN (Mid-Day Meal) data, were collected through manual methods like WhatsApp, email, pen drives, or even hard copies, which were time-consuming and prone to errors.

To modernize this process, the government introduced the TIMS app, which allows schools—especially government and government-aided schools—to submit real-time attendance and meal data efficiently. A key feature of the app is geo-fencing, which ensures that attendance can only be marked from the school's physical location, ensuring authenticity and preventing inaccuracies. Additionally, the app is designed to work offline, catering to areas with limited internet connectivity, making it adaptable across diverse school environments in the state.

This system was rolled out to improve overall data management, monitoring, and transparency in the education sector, especially regarding the PM-POSHAN scheme, benefiting over 11110 schools in Meghalaya.

Objective

To improve the submission of attendance and meals served by replicating the current process which was done through WhatsApp, Email, Pen-drives, or even hard copies.

Benefits

The app allows schools to submit daily attendance of both Teaching and Non-Teaching staff
The app also allows schools under Govt and Govt Aided Lower and Upper Primary schools to submit the Mid-Day Meals
The app provides real-time updates for administrators, enabling them to track attendance trends and address issues promptly.
It includes geolocation for authenticity, ensuring that attendance is marked at the school location.
The app functions offline, catering to areas with weak connectivity

Implementation Methodology

1. Planning and Preparation
Conducting a needs assessment to understand school-specific requirements.
Allocating the necessary resources (personnel, hardware, and software) for a successful implementation
2. Customization and Configuration
Customizing the app to fit the workflows of schools.
Configuring the system to integrate smoothly with existing databases and tools.
3. Training and Education
Providing training to school staff on how to use the app for attendance and meal reporting.
Offering ongoing technical support to address any challenges.
4. Pilot Testing
Running a pilot test in selected schools to identify potential issues.
Gathering feedback from the pilot schools to refine the app before full-scale deployment.
5. Rollout and Deployment
Gradual or full deployment across all schools, ensuring the necessary infrastructure is in place (such as internet connectivity and devices).
6. Monitoring and Evaluation
Monitoring the app’s performance after deployment to ensure it functions as intended.
Evaluating its impact on attendance and meal reporting efficiency.
7. Feedback and Iteration
Collecting continuous feedback from users (administrators, teachers, staff) to identify areas for improvement.
Iterating and updating the app based on user feedback and changing requirements.
8. Security and Compliance
Ensuring the app complies with data protection regulations.
Implementing security measures to safeguard sensitive data.
