Brief Background

As part of India’s push toward e-governance and digital transformation, there has been a growing need to upskill government employees to make effective use of technology in public service delivery. The traditional training methods were often time-consuming, limited in scope, and required employees to travel for sessions. To address these challenges, the e-Daksh Portal was developed as a digital platform, allowing employees to access training programs at their own pace and location. It aligns with the government’s Digital India initiative, which aims to improve digital literacy across all sectors.

Objective

  • To provide government employees with easy access to online courses and training modules on governance, technology, and administrative skills.
  • To enhance digital literacy and improve the capacity of the public sector workforce to implement e-governance solutions.
  • To ensure continuous professional development through certifications and skill assessments.
  • To create a standardized platform for learning, ensuring consistent training across departments and regions.
  • To support the government’s broader digital transformation goals by creating a digitally proficient workforce.

Benefits

  • Convenience and Flexibility: Employees can access training programs from anywhere, at any time, reducing the need for physical training sessions and travel.
  • Standardized Training: Provides a consistent and high-quality learning experience for all government employees, irrespective of location.
  • Increased Productivity: Trained employees can leverage digital tools more effectively, improving public service delivery and administrative efficiency.
  • Cost Savings: Reduces the costs associated with traditional training programs, such as venue rentals, travel, and printed materials.

Implementation Methodology

  • Development of the e-Learning Platform:
The portal is designed with an intuitive user interface, providing easy access to a wide range of courses on topics such as governance, digital technologies, administrative skills, and e-governance. It features video lectures, tutorials, quizzes, and assessments to ensure a comprehensive learning experience.

  • Course Design and Collaboration with Subject Matter Experts:
Courses are developed in collaboration with subject matter experts from various fields, including governance, IT, and public administration. The content is regularly updated to reflect the latest developments and trends in digital governance.

  • User Registration and Learning Paths:
Government employees and stakeholders can register on the portal, create learning profiles, and enroll in courses based on their roles and professional needs. Personalized learning paths are created to guide users through relevant training modules.

  • Assessment and Certification:
After completing courses, users are required to take assessments to gauge their understanding. Upon successful completion, certificates are issued, which can be used for professional growth and recognition.

  • Integration with HR and Administrative Systems:
The portal is integrated with government HR systems, allowing for seamless tracking of employee training and progress. Managers can monitor the completion of mandatory courses and ensure that staff members are upskilled in relevant areas.
