Planning Department, Government of Meghalaya had initiated e-Proposal system under Meghalaya Enterprise Architecture (MegEA), which is designed for submission of proposals that require financial sanction including Administrative Approval. Sanctions to be issued under DFP or any other rules can also be processed through the system. This system also allows better data management and tracking mechanisms for sanctions. The system is integrated with other related finance systems for the sharing of financial data through the State Integration Platform.

Project Details

Brief Background

Planning Department, Government of Meghalaya had initiated the e-Proposal system under Meghalaya Enterprise Architecture (MegEA), which is designed for submission of proposals that require financial sanction including Administrative Approval. Sanctions to be issued under DFP or any other rules can also be processed through the system. This system also allows better data management and tracking mechanisms for sanctions. The system is integrated with other related finance systems for the sharing of financial data through the State Integration Platform.

Objective

e-Proposal system a low code no code platform in line with India Enterprise Architecture was initiated with the objective of digitally transforming administrative sanctions and approvals and to eliminate the age-old practice of paper-based transactions and getting the entire file movements, approval, bill generation procedure into online stream helping the state government to increase the efficiency of Fund disbursal, file creation and a robust file tracking mechanism. eProposal system also integrated with a real-time dashboard helps to track both financial and non-financial file movements and helps to track the efficiency of file transfer of each officer and department of the state.

Benefits

Adoption of eProposal in the state has resulted in many benefits,                                                 
 • Adoption: 6000+ Users Onboarded. 55 departments and users from 58 agencies/directorates are now using eProposal. 2X Increase in Sanctions from 24,676 in FY2022-23 to 52,356 in current year.
Efficiency Gains: Average 26 days to Sanction a File. The time lag in the distribution of funds has reduced from 14 days to 1 day. 11 Steps/File touch points required to clear a file Digitization of every step from budget to billing. Bill Clearance down to 10 minutes from 2 hours.
Impact to Citizens: 120X Increased Efficiency in Bill Preparation Time taken in bill preparation Reduced from 2-3 days to a few minutes. 10% Increase in Utilization of Funds.
