Its primary goal is to promote ethical organ donation, streamline the organ transplantation process, and improve public awareness about the life-saving potential of organ and tissue donations.

Brief Background

In India, organ shortages have been a persistent challenge, resulting in many patients losing their lives while waiting for transplants. The National Organ and Tissue Transplant Organization (NOTTO) was established at the central level to address these issues. To ensure efficient organ and tissue donation management at the state level, SOTTO was formed under the Ministry of Health & Family Welfare, Government of India, as part of the National Organ Transplant Program (NOTP). SOTTO helps bridge the gap between organ donors and recipients, facilitates the equitable distribution of organs, and implements the national framework at the state level.

Objective

  • Facilitate Organ and Tissue Donation: Encourage and streamline the donation process by coordinating between hospitals, donors, and recipients.
  • Ensure Ethical Practices: Promote transparency and ethics in organ and tissue donation and transplantation to prevent malpractices.

  • Training and Capacity Building: Train healthcare professionals and hospital staff on best practices in organ retrieval, storage, and transplantation. Ensure legal compliance with the Transplantation of Human Organs Act (THOA).
  • Public Awareness Campaigns: Launch statewide campaigns to educate the public about organ donation, address misconceptions, and encourage voluntary donations.
  • Collaboration with NOTTO and ROTTO: Coordinate with the National (NOTTO) and Regional Organ Transplant Organizations (ROTTO) to ensure seamless functioning and integration of organ donation protocols across different levels.
  • Registry Management and Allocation Protocols: Maintain an up-to-date registry of donors and recipients, ensuring that organs are allocated efficiently based on medical urgency, compatibility, and waiting time. The system ensures fairness and prioritizes critical cases.
  • Legal and Ethical Framework: Implement strict ethical guidelines to regulate organ donation and transplantation processes, ensuring that all activities comply with legal requirements and international best practices.
  • Continuous Monitoring and Feedback: Regularly monitor transplant outcomes, donation trends, and ethical adherence, using this data to refine policies and improve processes.
