e-Sahamathi is a generic consent management platform for sharing of data principals? data upon their consent, to data seekers from data fiduciaries. Private Organizations seeking data can register as Third Party Service Providers (TPSP) in e-Sahamathi to access the data. Data Principals can register and give consent for TPSP?s request for data in e-Sahamathi. Government departments which collect and maintain data of data principals can be registered as Data Fiduciaries in e-Sahamathi. Currently there are around 6 TPSPs and more than 100 consents of data principals registered in e-Sahamathi.
Project Details

Brief Background
Citizens? data is available with various Government Departments and Institutions. Sharing citizens? data with others (NGOs private institutions etc) excluding Government Departments and Institutions) would require prior consent of the concerned citizens. Sharing the data upon consent with others (NGOs private institutions etc) would help citizens in getting various facilities and services. For eg: sharing educational qualification data of candidates by the education department with private document verification organisations digitally can help candidates get their background verification process done efficiently during job recruitment. In existing system there are challenges such as delay in document verification because the process is manual in most places circulation of fake/tampered certificates by job aspirants candidates have no idea who has access to their data absence of data control & sharing framework. Hence the e-Governance department of Government of Karnataka has developed e-Sahamathi a generic consent manager through NIC first of its kind in the nation which is a system of sharing citizens? data(information) upon their consent with others and issued Guidelines for the same in the GOVERNMENT ORDER NO: DPAR 113 PRJ 2021 BENGALURU dated: 14.12.2021
Objective
To empower citizens to have a seamless and secure access to their data and share it with any third party service providers for their own benefits. Also to provide efficient consent-based framework for data sharing.
Benefits
Citizens are empowered to own and control their data by providing consent before their data being shared. Sharing data digitally with consent enables efficient online verification by the verifying authority. The data shared through e-Sahamathi will be authentic and highly secure as there is no scope for fraudulent/tampered data. e-Sahamathi framework is in line with The Digital Personal Data Protection Act 2023
