State Hostel Portal is an end to end online application for receiving applications for a hostel seat and allotment of hostel seats in department run hostels managed by Tribal welfare department, Department of Minority and Backward classes welfare department for students belonging to SC, ST, OBC and Minority communities.

Project Details

Brief Background

Before a unified portal was envisaged and developed by Govt of Karnataka each department used their own IT system where students uploaded documents pertaining to caste income & academic details. Applicants were allotted seat by taluka officials after manual verification of documents submitted by the students based on availability of seat for the students? category. De-duplication of students? admission was not possible as the IT systems of departments did not interact with each other resulting in student getting admission in more than 1 hostel run by different departments. In view of above factors and to bring transparency in the hostel seat allotment process GoK envisaged and directed Centre for e-Governance to develop a Common platform for receiving applications and for allotment of hostel seat resulting in de-duplication & cost saving to exchequer. In Karnataka State Hostel Portal a single application for hostel seat in hostels managed by more than one department is submitted by student by giving hostel-wise priority to more than one department run hostel as per his choice. Hostel seats are allotted to students based on the caste/ category wise vacancy previous year percentage of the student and department guidelines. As per GoK guidelines provisions are made in the portal to accommodate ?Hostel for All? policy of Tribal Welfare Department for SC & ST students through permissible strength.

Objective

To create an end to end paperless Hostel admission system. To create a single platform for students for submission of hostel application for various department run hostels managed by Tribal welfare department Department of Minority and Backward classes welfare department To create a transparent platform for allotment of hostel seat based on category wise merit previous year percentage and priority of hostels given by students during application submission.

Implementation Methodology

1. Application Submission: A. Application submission process is simple and efficient due to real time validation of document IDs given by student since SHP integrates with the following databases and portals: a) UIDAI - For Aadhaar Authentication. b) Revenue department?s caste/income certificate database called Atal Jana Snehi Kendra (AJSK) - To validate Income and Caste c) SATS (Student Achievement Tracking System) database of Primary & Secondary Education department & SSLC/CBSE/ICSE/PUC Database ? To validate students? data d) College Information System - To validate recognized universities colleges courses combinations University/College prescribed fee structures Payable seat types and reimbursable fee components. e) UNIDATA & UUCMS - To validate students? current year admission and previous year result data. B. Priority selection of Hostels ? List of hostels located in the educational institution will be displayed student will give priority to each hostel 2. Hostel Seat Allotment a) Seatmatrix ? District officers will update the category-wise vacancy available for each hostel. b) Eligibility Student list ? Category-wise priority-wise students list along with priority percentage will be displayed in the taluk officers login to allot the hostel seats
