eProcurement is the use of information technology, by governments in conducting their contracting of works, goods, and services and making procurement processes, in a more transparent and efficient way. Adoption of eProcurement solutions enable Government departments to publish tenders online for wider access to necessary information and services and allow registered suppliers/contractors to compete for public contracts in response to tenders published online.

Project Details

Brief Background

Karnataka e-Procurement platform was envisaged to comply with Karnataka Transparency in Public Procurement (KTPP) Act 1999 & Rules and bring more transparency in public procurement of the State. It is a platform where Tender Inviting Authorities (TIA) can create estimates publish tenders receive bids evaluate bids generate comparative charts and Award Contract (AOC). Tasks are role based and assigned to the post with financial delegations of powers. It is a single unitary and end to end e-Procurement solution on a Public Private Partnership (PPP) model considering e-procurement as a ?service?.

Objective

Main objective of Karnataka Public Procurement Portal (KPPP) is to provide an e-Procurement Platform for all Procurement Entities. This is to digitize the Public Procurement processes with added efficiency and transparency in compliance with the KTPP Act 1999 & Rules.

Increased Transparency in Public Procurement. Unified End to End Procurement Platform. Cost Savings: Streamlining the procurement process can lead to better participation better competition cost effective procurement and reduced procurement life cycle. User-Friendly Interfaces: KPPP is designed to be intuitive making it easier for users to adopt and use them effectively. Increased Efficiency: Automation of procurement tasks reduces manual work speeds up processes and minimizes errors and less use of paper.

Implementation Methodology

Design and developed based on the latest state of the art technology using Micro services Architecture to localize the business functionalities together which will enable horizontal scaling based on the service level usage patterns. Implementation of Single Sign On (SSO) and Business Processes to support Delegation of Powers and Interdepartmental Review/Approval processes.
