Public Distribution System (PDS) is an Indian food security scheme wherein the poor are provided subsidized food items through a network of fair price shops. A handheld device (POS) was installed at each shop and the Aadhaar and Jan Aadhaar platforms were leveraged to verify each beneficiary through Biometrics/ Iris/ OTP to ensure that the benefits reach the right beneficiary at the right time.

Project Details

Brief Background

The State government started this project in year 2015 to alleviate the following issues being faced in traditional Public Distribution System:
 
1. Problems in identifying the target population: Bogus ration cards created in fictitious names lead to high leakage fromthe system.
2. Leakages from FPS: Recording more than what is actually disbursed to the beneficiaries.
3. Leakage from beneficiaries: Obtaining multiple cards using different names and addresses or splitting families into more artificial units to obtain more entitlements.
4. Lack of information to beneficiaries: Beneficiaries were not informed about the arrival of food grains and disbursement.
 
Keeping these points in mind, an end to end system was designed to ensure automated allotment, distribution and reporting of benefits.

Implementation Methodology

1. The project was designed for providing the benefits through identification/ validation of the beneficiary through his/her biometrics available at CIDR (UIDAI).
2. Light weight Handheld Point of Sale (PoS) devices were provided to the fair price shop owners which use GPRS connectivity to connect to PDS/ UIDAI servers. 
3. Each Ration Card was mapped to Aadhaar numbers and subsequently with Jan Aadhaar Id and during issuance of Ration, these PoS devices authenticates the biometrics of the beneficiary. The authentication mechanisms include fingerprints, Iris and OTP.
4. Communication through SMS is also sent to beneficiaries.
