Pre-Matric & Post Matric scholarship schemes sponsored by GoI and GoK are implemented by various departments of Government of Karnataka to eligible pre-matric & post-matric students belonging to SC, ST, OBC, Minority religions, Brahmin (EWS), Farmer, Labour, Weaver, and Auto/Taxi Driver families on Integrated State Scholarship Portal (SSP) developed by Center for e-Governance, GoK. SSP does Direct Benefit Transfer into Aadhaar seeded account of the student/parent.

Project Details

Brief Background

The State of Karnataka ensures disbursement of Pre-Matric & Post-Matric Scholarship schemes for Scheduled Caste Scheduled Tribes Backward Classes Minorities Physically Handicapped Economically weaker sections and other categories through various departments. The said scholarship schemes were being implemented by respective departments either manually or using inhouse software or National Scholarship Portal. In order to have uniformity in disbursing scholarships and ensure timely payments of scholarships the State Scholarship Portal (SSP) is developed by Center for e-Governance DPAR (e-Governance) Government of Karnataka for sanctioning of Pre-Matric & Post-Matric Scholarship under various Schemes of Government of Karnataka. Pre-matric & Post-matric students belonging to various communities (ST SC OBCs Minorities) economically weaker section farmer family children of driver weaver labour fisherman. who are eligible to avail scholarship under various schemes & services of Government of Karnataka are major beneficiaries of this initiative. Karnataka state scholarship portal is a robust and data driven system which is integrated with various department databases for real time verification and validation of the data submitted by the student. SSP ensures availability of a unified platform for simplified administration and reduced redundancy in scholarship disbursal under various schemes of GoK & GoI. SSP enhances social mobility and empowerment by targeting and empowering beneficiaries belonging to weaker sections of society ensures digital inclusion by promoting digital literacy for inclusion of marginalized students and has achieved end-to-end digitization by ensuring transparency accountability and efficiency in managing the complex processes of scholarship disbursement under various schemes.

Objective

To create an end to end paperless scholarship disbursal system. To create a single platform for students for submission of scholarship application irrespective of the knowledge of schemes and eligibility. To perform data-driven authentication validation & verification of student data by integrating with various authorized databases. To consider students under one or more schemes based on the data provided/available in database. To make Suo-motto payment of scholarship to the most deserving candidates by generating list of beneficiaries on entitlement-basis based on KUTUMBA-Family database of GoK. To minimize human intervention in approval and sanctioning of scholarship. To prevent fraudulent/ghost beneficiaries by means of de-duplication and AePS through DBT.

Complete automated verification of documents through integrations Name match Algorithm for deciding eligibility recommending approval/ rejection A Single authentic academic data source ? UUCMS/UNIDATA/SATS Standardisation of Payable seat types Reimbursable fee components & Fee Structure. Deduplication done - No possibility of payment to any fraudulent/ ghost beneficiary. Integration with GoI for sharing paid data of students under Social Welfare Department.

Implementation Methodology

1. Application submission process is simple and efficient due to real time validation of document IDs given by student since SSP integrates with the following databases and portals: a) UIDAI - For Aadhaar Authentication. b) NPCI ? To validate Aadhaar seeding to a bank account c) Revenue department?s caste/income certificate database called Atal Jana Snehi Kendra (AJSK) - To validate Income and Caste d) UDID (Unique Disability ID) - To validate disability criteria. e) SATS (Student Achievement Tracking System) database of Primary & Secondary Education department & SSLC/CBSE/ICSE/PUC Database ? To validate students? data f) KUTUMBA - To fetch family member names to fetch caste income UDID (Unique Disability Identification Number) and address details of the student Occupation of the parent/s also shall be fetched in order to identify students eligible for various vidyanidhi schemes. g) Integrated HMIS portal & State Hostel Portal - To validate hostellers? status (both government & private hostels) h) College Information System - To validate recognized universities colleges courses combinations University/College prescribed fee structures Payable seat types and reimbursable fee components. i) KEA/COMED-K/CAC database- To validate admission to professional courses through counselling. j) UNIDATA & UUCMS - To validate students? current year admission and previous year result data. k) e-Attestation System - To validate academic documents of students studying in Other State Universities. l) AISHE- To validate affiliation status and weed out fake institutes. 2. Name match Algorithm used to ascertain the beneficiary s identification by matching the names of the beneficiary & parent/s across databases ? Aadhaar academic caste & income. 3. AePS - Aadhaar enabled Payment System through DBT to the students? account.
