IEMS2.0 is a  SaaS Revenue Model:
Excise will pay 15 paisa per bottle sold to RISL for first years then 4 paisa per bottle sold in subsequent years after the complete system Go-Live. (MoU has already executed between RISL and RSBCL for the same)
All major modules (License management Module, AI ML analytics module and E-Auction module, Supply Chain Management ) has already been Go-live and deployed at SDC.

Project Details

Brief Background

The project is related with Excise Department, Rajasthan. Presently, Excise Department, State Beverages Corporation Limited (RSBCL) and Rajasthan State Ganganagar Sugar Mills Limited (RSGSM) are carrying out their day-to-day official activities online through an Integrated Software Application i.e. IEMS. All the offices of the three departments including depots of RSBCL & RSGSM, liquor manufacturing units of RSGSM, registered Retail Liquor Shops, Hotel, Restaurant & Club bars licensees, manufacturers and suppliers of Spirits & molasses, Liquors and Beer, users of spirits and molasses, are the stakeholders of the IEMS. The IMES is also integrated with various banks authorized by RSBCL & RSGSM and E-Gras.

 

 

The IEMS 2.0 shall include software applications to be implemented in manufacturing units of Spirits, Liquors & Beer in the state of Rajasthan, Data Analytics and Artificial Intelligence, e-Auction, e-Lottery, Financial Accounting of RSBCL & RSGSM etc. along with various administrative and official activities of the three departments. Excise Department has envisaged for putting all the official activities of the three departments completely online.

The scope of work of the project includes :-

 

(a) Development & Implementation of IEMS 2.0 as per requirement of Excise Department

 

(b) Operations & Maintenance of IEMS 2.0 for 5 Years

 

RISL shall provide the services of the project to Excise Department as Software as a Service (SaaS).

Objective

1.Regulation and Control: To ensure the lawful manufacture, possession, sale, import, export, and transport of liquor and intoxicating drugs.
2.Revenue Collection: To collect revenue from the legal trade of liquor and intoxicating drugs.
3.Prevention of Illegal Activities: To prevent illegal trade, trafficking, and production of illicit liquor.
4.Efficient Administration: To maintain effective control over field-level functionaries through a zonal system.
5.Project Development: To develop and maintain a COTS (Commercial Off-The-Shelf) product for the Rajasthan state excise department and associated PSUs/manufacturing units.
