Seva Sindhu, as the name suggests is an ambitious initiative of Government of Karnataka to deliver Government services to Citizens in cashless, contactless and paperless manner; in turn, reducing turnaround time and eliminating physical visits to the departments/ Government offices by citizens. Seva Sindhu runs on Service Plus platform of NIC & offers a complete end-to-end digital solution right from raising of applications ? filling of application form & documentation, Payment of service charges/ Fees, Status Tracking, Delivery of output documents certificates. Even the processing by concerned authorities happens digitally for all the services through integrated workflows. As on today, Seva Sindhu has handled more than 4 Crore applications.

Project Details

Brief Background

): Citizens of the state were facing lot of hardships in getting the Government Services. Most of the Services were delivered either manually or through multiple systems which was very confusing to the Citizens and it was inefficient. The need for a Single Window Delivery platform was evident for an easier access of Government Services. With this in mind Government then decided to streamline the processes to overcome the inefficiencies. The outcome was development of Seva Sindhu platform which is a Single Window Service Delivery platform which delivers the Services in Cashless contact less and paperless manner. Seva Sindhu was launched in March 2018 with 35 services from 6 departments and has now evolved as a single window agency offering 850+ services across 80 departments as well as Boards & Corporations of Government of Karnataka. Seva Sindhu Portal (https://sevasindhu.karnataka.gov.in/Sevasindhu/English) complies with National e-Governance Service Delivery Assessment (NeSDA) guidelines W3C (World Wide Web Consortium) and GIGW (Guidelines for Indian Government Websites). The application is hosted in state of the art Karnataka State Data Centre which is Tier 3 Data Centre with 99.98% uptime. As articulated in the Vision Statement of NeGP Seva Sindhu helps to achieve in making all Public Services accessible to the common man in his locality through common service delivery outlets and ensure efficiency transparency and reliability of such services at affordable costs to realize the basic needs of the common man.

Objective

The primary objective of Seva Sindhu is to provide a transparent platform which is easily accessible for the delivery of various government services to the citizens of Karnataka with a guarantee of Service delivery. It aims to simplify the interaction between the Government and citizens by leveraging digital technologies and reducing inefficiencies in the traditional system. Here are the key objectives of Seva Sindhu: o One platform - many Services ? To provide a single platform for various Government Departments to deliver their Services where Citizens need not visit the Government offices physically. o Convenience - To ensure that citizens especially in rural and remote areas have easy access to government services through online portals and physical service centers (Karnataka One Bangalore One and Grama One centres). o Accountability & Transparency ? To create a transparent system where Citizens can track the status of their applications Government officials to be held responsible for the delayed disposals as per the Sakala Act of Government of Karnataka o Cost reduction ? To reduce the cost of Service delivery by means of allocating the Government resources in a better way. o Compliance with GoI?s Digital India initiative - To contribute to India s Digital India initiative by transforming Karnataka s governance through digital means aligning with the national agenda of e-governance.

Benefits

Citizens can avail the Services either at their home or by visiting any of the Delivery Centres such as Karnataka One Bangalore One Grama One or through Jana Sevaka a Door delivery Service initiative by Government of Karnataka. No middlemen involved no additional cost to be spent also the Grama One Centres are available at the Gram Panchayat level rural Citizens need not travel to Taluk or District head quarters to avail the Services this reduces the cost further and even they can avail the Services after their routine work as the Centres work from 8 AM ? 8 PM every day.

Implementation Methodology

The Seva Sindhu Platform has been built on top of NIC?s Low code / No code platform Service Plus where Services of different departments can be configured and on-boarded quickly. The platform allows end-end to services to be configured and also it can integrate with other systems through APIs. A standard Software Development Life Cycle is followed while developing and configuring the Services. Services can be delivered through on-line mode or assisted mode. The online mode is free of any Service Charges. The assisted mode delivers the Services through Grama One Karnataka One Bangalore One Centres and Jana Sevaka ? a Door Delivery Service.

The Seva Sindhu platform uses NIC?s Service Plus framework to create the Services. The same can be replicated using NIC?s Service Plus Frameowrk and other components built in Seva Sindhu can be deployed as plug-ins.
