Direct Benefit Transfer (DBT) is a pivotal reform initiative aimed at streamlining the government's benefit delivery procedures by utilising Aadhaar as a financial identifier. The implementation of DBT ensures the direct transfer of funds into beneficiaries' bank accounts, eliminating the risk of losses during transit. b. Substantially reduces operational costs for the government and beneficiaries by eliminating opportunity costs, expenses associated with handling cash, and other logistical outlays. Drastically, it cuts down the time required to deliver services, ensuring quicker access to benefits for the recipients. The project's scope encompasses the creation of a comprehensive platform designed to extract beneficiary information from a diverse range of departmental applications for identity verification and payment particulars. It seamlessly processes this data and promptly furnishes a response. Furthermore, this platform offers the flexibility to integrate DBT with various departmental applications such as FRUITS (for the disbursement of payments to farmer-oriented schemes), the Scholarship portal (a centralised portal for all scholarship schemes across departments), and Seva Sindhu (a unified system for all government schemes)

Project Details

Brief Background

Direct Benefit Transfer is a major reform initiative to re-engineer the existing delivery processes of Government benefits using modern Information and communication Technology. Government of India in the year 2015 initiated Direct Benefit Transfer (DBT) process for all Central schemes. In continuation to this Government of Karnataka in the year 2016 extended the Direct Benefit Transfer to all State schemes also. It was further mandated to use Aadhaar Based Payment for all DBT transactions. Karnataka DBT Platfrom has been integrated with about 33 external IT systems. Yearly on an average Rs.12000 cr are disbursed to about 3 cr beneficiaries. After implementation of New Guarantee Schemes of the State Government from 2023-24 the disbursement has increased to about Rs.34 000 cr. Through this application around 28 cr Aadhaar Authentication has been performed.

Objective

The disbursement of funds through DBT achieves the following objectives: a.It ensures direct transfer of money to the bank account of beneficiaries thus eliminating any losses during transit. b.It significantly reduces the cost of operations for both Government and beneficiaries by eliminating opportunity cost of cash and other logistical expenses. c.It reduces the time required for delivery of services

Time-Efficient: The streamlined process greatly reduces the time required for benefit disbursement ensuring quicker access to entitlements. Effective Aadhaar Usage: Leveraging Aadhaar eliminates duplications and rectifies issues related to both erroneous inclusions and exclusions enhancing the precision of beneficiary management. Data Cleansing: Over time the project aids in cleansing department data by identifying and eliminating ghost beneficiaries and duplicates resulting in more accurate records. Government Credibility: Enhances the credibility of the government by ensuring transparent and efficient benefit disbursement fostering trust and confidence among citizens. Unified Platform: By providing a single platform for all government departments to transfer benefits the project simplifies the administration and coordination of various welfare schemes promoting operational efficiency.

Implementation Methodology

The Scheme is first notified under section 7 of the Aadhaar Act. Department submits a request for onboarding to DBT Platform The Department while onboarding shall indicate whether they will integrate from there own IT system or use common IT system of Seva Sindhu. Capacity Building ? Training to all the user would be imparted Monitoring ? The payment process would be monitored
