Fully automated Forest Fire Monitoring and Management System have been developed in association with National Remote Sensing Centre (NRSC),ISRO & Karnataka Forest Department to detect and disseminate forest fire alerts. The forest fire alerts generated from National Remote Sensing Center of ISRO, The weather information from Karnataka State Natural Disaster Monitoring Center (KSNDMC) are integrated and processed together for deriving value added services on the K-GIS framework. The alerts, maps and insights generated along with geospatial assets, facilities are used for maintenance of forest resources and effective operations of forest force activities. This Portal blends all the geospatial technologies like Remote Sensing, spatial layers, admin boundaries, web and mobile applications, SMS / Email integration, GPS Navigation for field visits and ground truthing towards near real time data dissemination of fire alerts and its validation, from the field. The Portal provides comprehensive information on the following: Near real time advisories to officers and staff of Karnataka Forest Department for forest fire management in terms of location of forest fire alerts. The advisories are customised to the jurisdictional officers and for all officers in the hierarchy and are disseminated through SMS and email. Ancillary information required for fire management including mapping of areas regarding fire spread vulnerability, critical status of fire, quicker navigation routes with distance and direction to reach fire locations based on the known landmarks within the forest areas, forecasted weather parameters. Post Analysis including Status of fire, confirmation/feedback regarding dowsing of fire from field officers with reasons/ remarks, fire affected areas for post analysis, severity, Forest cover change analysis feedback report, etc. Information on Critical fire, for fires found in consecutive cycles.

Project Details

Brief Background

Forest fires are a major setback in forest and wildlife management and for the general ecology of the area. Each year in Karnataka hundreds of hectares of forest are destroyed by forest fire particularly in the month of January to May. To support the forest fire control management and mitigation Karnataka Forest Department and KSRSAC established Forest Fire Monitoring and Management System. Accordingly an integrated Geospatial portal for Karnataka Forest Department was developed by Karnataka State Remote Sensing Applications Centre (KSRSAC) which specializes in providing near real time advisories to field officers of Karnataka Forest Department for forest fire management.

Objective

Provides customized forest fire alerts as per different administrative hierarchies (PCCF to Beat Watcher) through SMS services with value-added information along with Forest Geospatial Web Portal. Provides information and monitoring on critical and large fires. Online feedback system to record and confirm the dowsing status of fire from field officers along with other details in near real-time. Provides Weather information such as wind speed wind direction temperature and rainfall pertaining to each fire alert. Provides remote sensing-based weekly forest fire vulnerability forecast maps. Remote sensing and GIS tool for managing forest fire lines. Post analysis on fire-affected areas and their severity monthly. Consolidated Report generation system for fire alerts feedback affected area- jurisdiction wise duration-wise etc.

Benefits

1.Fire-affected areas reduced drastically (more than 13000 ha to less than 4000 ha in a year) 2.Forest conservation and Environmental sustainability. 3.Allocation and deployment of officials based on fire hotspot areas. 4.Making of forest fire lines as per the analysis using the system (Yearly saving 10 -15 crores)

Implementation Methodology

Registration of KFD officers to this system is mandatory. So that officers receive the information without fail Automated SMS will be sent to the concerned officers on forest fire alerts with the required information (weather and navigation) Officers will visit the location and report the status of forest fire. Fire dousing status will be filled by the officers online Consolidated reports will be automatically generated.
