To enhance efficiency, transparency, timeliness and accountability in the activities of the Rajasthan Skill and Livelihoods Development Corporation (RSLDC), a web-based system “Integrated Scheme Management System” (ISMS) was designed, developed and deployed. This centralized web-based application is accessible through the internet from anywhere via the Rajasthan Single Sign-On (SSO) platform at https://sso.rajasthan.gov.in.
The application has been developed primarily using Axpert (Low Code No Code platform) and Oracle 12 C. Apart from the user management module, which registers and classifies authentic users of the application, the following modules are available in the software:
1. Skill Training Management: End-to-end management of skill development programs.
2. Trainee Enrollment and Attendance: Module for trainee registration, attendance tracking, and validation.
3. Assessment and Certification: Integrated system for assessments and certification issuance.
4. Financial Management reports: Handling financial transactions, fund disbursement, and etc.
5. Monitoring and Evaluation: Tracking of training progress, performance reports, and feedback mechanisms.
Project Details
Brief Background
RSLDC, a key government body, aims to provide skill training to youth, improving their employability and livelihood opportunities. The Integrated Scheme Management System (ISMS) is an online platform designed and developed by the Rajasthan Skill and Livelihoods Development Corporation (RSLDC) to streamline and enhance the monitoring and management of skill development and vocational training programs across the state of Rajasthan.
ISMS was introduced to digitize and automate the processes involved in running these programs, including trainee enrollment, attendance tracking, fund disbursement, assessment, and certification. By providing a centralized system, ISMS ensures better coordination among stakeholders like training providers, employers, and trainees, while ensuring transparency, accountability, and efficiency in skill development initiatives.
ISMS integrates seamlessly with other government platforms, such as the Rajasthan Single Sign-On (SSO), allowing users to access the system from anywhere. It supports the entire lifecycle of skill training programs, from project approval to post-training employment tracking. The system plays a critical role in monitoring the effectiveness of these programs, enhancing decision-making, and ensuring that government funds are used efficiently to benefit the state's workforce.
Objective
RSLDC has designed, developed and implemented the Integrated Scheme Management System (ISMS) to streamline and enhance the monitoring and management of various skill development schemes across the state. The primary goal of ISMS is to ensure efficient and transparent are handling of all aspects of the scheme management i.e. from project initiation to final assessments and placements.
