IFMS 3.0, the latest iteration of the Integrated Financial Management System implemented by the Government of Rajasthan, represents a significant advancement in managing public finance. Designed to address the limitations of its predecessor, IFMS 2.0, this version leverages modern open-source technology and a microservices architecture, allowing for greater flexibility and scalability.

Project Details

Brief Background

The Government of Rajasthan (GoR) is utilizing the Integrated Financial Management System Version 2.0 (IFMS 2.0) to oversee critical public finance functions, including budget planning, preparation, execution, accounting, and reporting. Originally conceived in the Financial Year 2010-11 by the Finance Department to address the limitations of previous offline systems related to budget and treasury functions, IFMS underwent a significant revamp in 2015. This enhancement incorporated technical upgrades and additional functionalities, allowing the system to evolve continually.
 
The modules of IFMS 2.0 were developed over a decade using various technology stacks, resulting in an architecture that presents several challenges in integrating new features and improvements. Key issues in the current environment include:
 
The need for multiple logins to access disparate systems, even for a single transaction.
Ad-hoc changes, bug fixes, and code deployments occurring without proper documentation or impact analysis.
The lack of dedicated staging, testing, and training environments.
The absence of a centralized data repository for the Finance Department to gain a comprehensive, integrated, and real-time view of critical information (refer to Section 3 for a detailed list of issues in IFMS 2.0).
To overcome these limitations, IFMS 3.0 has been conceptualized to build the system on a new technology stack using microservices, aligned with re-engineered processes approved by the Finance Department, Government of Rajasthan. This transition will also necessitate data migration from IFMS 2.0 to IFMS 3.0.
