Brief Background

Kerala’s geographical complexity, with 44 rivers, extensive coastal regions, and numerous low-lying areas such as Kuttanad and Alappuzha, makes it highly vulnerable to floods and other climate-related events. The increasing threat of climate change, rising sea levels, and extreme weather events have exacerbated these vulnerabilities. Frequent floods and waterway congestion require continuous and precise hydrographic surveys for efficient flood control, coastal management, and inland navigation. Traditionally, these surveys and the management of hydrographic data have been carried out manually, causing delays, inefficiencies, and gaps in data sharing and access.

Moreover, sectors such as tourism and fishing, which are integral to Kerala’s economy, depend heavily on safe and well-managed waterways. As the state focuses on port development, inland navigation, and environmental conservation, there was a growing need for a digital solution that could facilitate the seamless management, sharing, and real-time analysis of hydrographic data.

Objective

1.Streamline Hydrographic Survey Services: To provide an efficient, web-based platform for customers to request and manage hydrographic survey services online, reducing manual processes and improving accessibility.

2.Enhance Hydrographic Data Management: To develop a centralized, digital system for managing, storing, and sharing hydrographic data, with advanced geospatial and 3D visualization tools for accurate analysis and decision-making.

3.Facilitate Real-Time Data Access: To ensure that hydrographic data, including bathymetric charts and survey results, is accessible in real-time from anywhere, enabling timely decisions for port development, inland navigation, and waterbody protection.

4.Promote Digital Governance: To support Kerala’s digital transformation by replacing traditional paper-based systems with a modern, user-friendly e-service portal, ensuring better data sharing, collaboration, and communication.

5.Support Research and Development: To act as a comprehensive data resource for researchers, government agencies, and other stakeholders by providing high-quality, easily accessible hydrographic data.

6.Improve Internal Operational Efficiency: To facilitate the internal operations of the Hydrographic Survey Wing through the use of a mobile app for marine surveyors, improving communication and operational management processes.

Benefits

1.Enhanced Marine Navigation Safety: The portal improves marine navigation by providing real-time hydrographic data for safer, more efficient routes and disaster preparedness.
2.Strengthened Blue Economy: It supports port development, and sustainable resource management, and boosts tourism by improving access to accurate maritime data.
3.Empowered Fishing Communities: The system helps fishermen plan safer routes, practice sustainable fishing, and stay informed through weather and tidal alerts.
4.Improved Public Service Delivery: The portal streamlines access to hydrographic services, enhances data sharing and reduces costs through digitalization.
The Jalanethra E-Service Portal creates a comprehensive solution that not only enhances marine navigation safety but also contributes to the growth of Kerala’s blue economy, empowers fishing communities and improves the efficiency of public service delivery in hydrographic management.
