The project is integrtaed system comprise of Petition eFiling System (filing of petitions details, documents uploading, online fees payaments etc.) by petitioners or advocates,  Case Management System(creation of causelists, record of proceedings, orders, judgmetns, bunching of cases, repoening, Case status etc. by RERC)  and Website management for complete dynamic website. Integrated with payment gateway, SMS, email services for communication to all stakeholders.

Project Details

Brief Background

The Rajasthan Electricity Regulatory Commission (RERC) is a statutory body, established on 2nd January, 2000 under the ERC Act, 1998. Consequent upon coming into existence of the Electricity Act, 2003 w.e.f. 10.6.2003, the Commission is poised to play a more effective role in the development of energy sector. The Commission is under the process of its revamping after consultation with the Government. NIC has already developed a dynamic website of RERC and deployed at Rajasthan State Data Centre (RSDC) in Nov 2019. RERC then extended the project to develop an online Case Information System (CIS) to monitor all the petitions/cases on-line with progress history, current status  etc. NIC developed Case Information System (CIS) for RERC and fulfill this requirement in Apr 2020.  In Jun 2020, Chairman RERC desired to enhance the Case Information System with   I.     Digitization of Case Files, Enhancement of existing system of Case Information System to Digital court including online E-filing and E-hearing.

Objective

RERC desire to deploy e-Filing and e-Hearing software having following facilities:
 
Ø To encourage digitized petition filing in RERC through e-filing module by the litigants/advocates.
 
Ø Creation of digital court setup which enables litigant public/parties for accessing petitions/proceedings in digitized form.
 
Ø Conducting hearing in court rooms with the digitized petitions, replies, rejoinders, comments, objections and written submissions filed by various stakeholders
 
Ø Various reports generation as required by RERC.
 
Ø Availability of up-to-date relevant information/documents and status of case to all the stakeholders through sms/e-mails services.

Benefits

·         The petition will be filed by petitioner from anywhere, no need to visit RERC

·         The Documents will be uploaded online, RERC need not to deal with physical papers.

·         eHearing will facilitate paperless court.

·         Court can be conducted on digital platform through web meeting.

·         Ease of monitoring.

·         Faster disposal of cases.

·         Increased Transparency as current status of all cases are made available on website.

·         Faster communication through SMS and email in place of postal notices.

Implementation Methodology

1. Process and Application Certification Team (PACT) – RERC will constitute PACT for approving all processes of the new developed modules. Only after approval of PACT, the module will be implemented.
2. 
Software Development Team deployed at NIC and maintained by NIC.
3. 
Nodal Officer as a single point of contact (SPOC) designated by the RERC
4. 
Operational training will be provided by NIC to the Core Team identified by RERC. 
5.  Demonstrations provided by NIC to all stakeholders in intialy stage at RERC.
6.  After a cutoff date physical petitions not accepted. Petition numbers alloted by System only.
