Brief Background
The Excise and Taxation Department of the Haryana State Government is primarily responsible for tax administration and also oversees activities involving intoxicating liquor and drugs, regulates molasses pricing and movement, and manages excise duties on alcohol-based medicinal and toiletry products. Haryana is a front-runner in tax reform, emphasizing digitalization and efficient service delivery. For commerical tax administration (GST/VAT), the state is divided into five ranges and 27 taxation districts, with each range covering multiple districts. For excise administration, the state is divided into 22 districts and 1,186 zones. The department implemented an e-Governance tax administration solution, selecting M/s Wipro Ltd. as the System Integrator in January 2014. The project had a one-year implementation phase, followed by a five-year operation and maintenance phase, which is currently ongoing.Objective
The main goal of the MMPCT project is in computerizing the Excise & Taxation Department to optimize work-flows, increase transparency, and boost efficiency within tax administration. This initatives seeks to provide more effective service delivery, simplify compliance processes for taxpayers, and offer the department immediate access to and management of data in real time.Benefits
