Government of Bihar was a pioneer State in the implementation of electronic tendering for procurements in 2009 for augmenting transparency, confidentiality and security in public procurement domain. Bihar State Electronics Development Corporation (BSEDC), a Government of Bihar undertaking, is the Nodal agency for its implementation. To address the ever changing needs of Government in the procurement domain, a new e-Procurement platform (e-Proc2.0) is being implemented. This will have features to further enhance security and confidentiality; fully automated payments and refunds mechanism that which shall be implemented in phases; online authentication/ validations, etc. The new platform is envisaged to provide a host of features that will bring process efficiencies and facilitate ease of use.

Brief Background
In 2009, the Government of Bihar took a pioneering step by launching an electronic tendering system to enhance transparency, confidentiality, and security in public procurement processes. The initiative was managed by the Bihar State Electronics Development Corporation (BSEDC), a government entity responsible for implementing and managing e-procurement platforms. As procurement needs have evolved over time, the state is now upgrading to e-Proc 2.0, a more advanced platform designed to further streamline and secure public procurement.Objective
The primary objective of e-Proc 2.0 is to modernize the existing procurement processes to meet the changing demands of government departments, improve transparency, and ensure higher levels of security and confidentiality in public procurement. Key objectives include:
