Beneficiary Management System(BMS) is an end to end faceless service delivery ecosystem for Government of Tripura.
The BMS Application provides for “Scheme Onboarding” (for generic Scheme configuration including workflow players and algorithmic determination of entitlements), “Citizen Portal” (for Beneficiary Registration and Identity Management), “Eligibility & Entitlement Management”, “Payment Switch” (for handling different Payment modes) and an “Integrated dashboard” (for birds-eye view & drilled down view of implemented government Schemes and  Beneficiaries).
a. Any Social Assistance Scheme could be on-boarded, with functionalities for Beneficiary Registration, Identification, workflow-based Eligibility & Entitlement Management, and Transfer of Benefits.
b. Data pipelines are integrated to gather Beneficiary Transaction data from different sources and transform them into a presentable dashboard.

Salient Features:

1. An end-to-end, faceless service delivery system.
2. Identity Management (based on State Ration Card Member ID).
3. Entitlement Management (based on Scheme Guidelines) on State-Dept-Scheme-wise multi-layered Workflow Management (M/C/A).
4. Payment Management [State Treasury & eKuber, NPCI (BAV- SFTP, BAV-OL, NACH, eRupi), PFMS, Digital eRupee etc.]
5. Integration with Notifications (SMS /eMail ), AUA, eSign, Meri Pehchaan SSO, Digilocker.
6. Built on FOSS (JAVA, Postgresql, REST APIs).
 

Project Details

Brief Background

Government of Tripura desired to have a digital solution for direct transfer of financial benefits to its beneficiaries. The BMS application was designed to address that requirement.

Benefits

Implementation Methodology

BMS follows a Maker, Checker, Approver workflow. It has integration with banks also for bank account validation, payments etc.
