Rajiv Aarogyasri Scheme is a unique Community Health Insurance Scheme being implemented in State. The scheme provides financial protection to families living below poverty line upto Rs. 10 lakhs in a year for the treatment of serious ailments requiring hospitalization and surgery and also financial coverage up to 10 lakhs for high end procedures. 1672 treatments are covered under the converged scheme. The objective of the scheme is to improve access of BPL families to quality medical care for treatment of identified diseases involving hospitalization, surgeries and therapies through an identified network of health care providers.

Project Details

Brief Background

The Rajiv Aarogyasri Scheme is a unique community health insurance initiative implemented in the state to provide financial protection to Below Poverty Line (BPL) families for the treatment of serious ailments. It ensures access to quality medical care through a network of healthcare providers offering cashless transactions for covered procedures. The scheme primarily targets families enumerated in the Food Security card database managed by the Civil Supplies Department.

Objective

1. To provide financial protection to BPL families for serious ailments requiring hospitalization and surgeries.
2. To improve access to quality medical care for identified diseases through an established healthcare network.
3. To ensure cashless medical treatment for the BPL population.
4. To integrate the medical relief provided under the scheme making it unnecessary for BPL individuals to seek additional financial support from the Chief Minister?s Relief Fund (CMRF).

Financial Coverage: Upto ?10 lakhs per year for hospitalization and surgeries ?6.5 lakhs for cochlear implant surgery with therapy.
Comprehensive Treatment: Covers 1672 treatments including heart lung liver cancer neuro-surgery and prostheses.
Cashless Transactions: No payment required for covered procedures or diagnostics.
Health Camps: Free evaluations at the patient s doorstep.
Support for Illiterate Patients: Help desks at PHCs and hospitals staffed by AAROGYA MITHRAs. 
Pre-existing Diseases: Coverage for all pre-existing conditions related to listed diseases.

Implementation Methodology

The Rajiv Aarogyasri Scheme follows a Public-Private Partnership (PPP) model involving both public and private healthcare providers to ensure quality care for critical illnesses.
- Network of Hospitals: Empaneled government and private hospitals offer cashless services to beneficiaries.
- Health Camps: Regular camps raise awareness and improve healthcare access particularly in rural areas.
- Claims Process: Beneficiaries can submit claims for reimbursement via the Aarogyasri website or centers with the government covering premiums.
- Monitoring and Evaluation: The scheme monitors hospital performance and addresses grievances with non-compliant hospitals delisted from the network.
