Project Details

Brief Background

The Vidyut Ombudsman for Telangana was established under Sub Section (6) of Section 42 of the Electricity Act 20032. This institution serves as an appellate authority for addressing grievances in the electricity sector of Telangana functioning under the Telangana State Electricity Regulatory Commission (TSERC)

Objective

1. Grievance Redressal: Offering a time-bound and cost-effective route for resolving electricity-related complaints.
2. Appellate Authority: Acting as an appellate body for consumers not satisfied with the decisions of the Consumer Grievance Redressal Forums (CGRFs).
3. Compliance Enforcement: Ensuring that the orders issued are binding and complied with by the Distribution Companies (DISCOMs).
4. Transparency: Promoting transparency in the redressal of consumer complaints.

Implementation Methodology

1. User Registration: Consumers register on the portal to submit appeals or grievances.
2. Appeal Submission: Users submit appeals online which get assigned a unique number upon receipt. This ensures traceability.
3. Document Verification: The portal integrates with existing systems for document verification reducing gaps in information.
4. Hearing Scheduling: Notices are issued to both appellants and respondents scheduling a hearing. Participants can also authorize representatives to appear on their behalf.
5. Final Orders: Once hearings are completed orders are issued and communicated to both parties. The portal ensures compliance through penalties for non-compliance for Distribution Companies (DISCOMs).
