For the benefit of transparency, eliminating the cumbersome paperwork thereby ushering in an era of efficiency, and seamless business operations, the Department of Water Resources has implemented an inter-departmental system primarily for managing the information under the CAD-PIM or "Command Area Development - Participatory Irrigation Management' program such as Pani Panchayat , Chak Formation, Election, Construction of Infrastructure for PP and so on.

Brief Background

In the state of Odisha, which is essentially an agricultural state depending on an effective, equitable supply and distribution of water for utilization by farmers. The eCAD solution has been implemented in order to take care of these water utilization metrics by the farmers under the CAD-PIM program. It encompasses of concepts like area delineation, area development, water usage optimization through integration with satellite based location services.

Objective

1. Real Time Monitoring
- Real - Time monitoring of CAD-PIM activities in the state.
- GIS based tagging to enable source & data authentication
2. Digitization of Processes
- Digitizing existing process of manually obtaining and managing data. 
- Migration of legacy data pertaining to approx 50 years recorded manually for the creation of a digital data bank.
3. Effective Water Governance
- Capturing critical program information such as Pani Panchayats, farmers, elections & re-elections, infrastructure initiatives,etc.
4. Data Integrity
- Capturing the program details with respect to the demography and transactions associated. 
- To enhance the efficiency of administrative decision making through leveraging data analytics & critical insights into the program
